Group 2: Research Group on "Development Systems for Local Public Human"

Overview

The concept of 'Local Public Human Resources', which implies those who can work in partnership with people across the sectors, should be attractive for local stakeholder organisations (the sectors of civil society, business, and the governments). What sort of methods and systems will be required to foster the group of 'Local Public Human Resources' in society? The initial aim of the Group 2 is to answer this question, and a wide range of researchers and practitioners from different sectors come together to proceed practical research activities on the ground.

There is a common recognition within both academic educations and vocational trainings that the development of a new programme which enhances the abilities of Local Public Human Resources is required. Equally it is crucial to review and reform the existing education and training programmes in a way that incorporate such a new programme. Along with these activities, we also contribute to the establishment and operation of the 'Consortium for Local Public Human Resources (COLPU)'

Main research themes

Contributing to the establishment and management of the COLPU

Group 2 takes part in the establishment and operation of the COLPU (established in January 2009). The role of the COLPU is first to accredit 1) academic education programmes (both under and post graduate courses) which aim to develop the Local Public Human Resources, and 2) vocational training programmes which initial aim is to develop professional skills of those who are already at work. It is also provide local qualifications, through the accredited institutes, with the learners.

Support to the implementation of the 'Partnership Training with Citizens' for local government officers

Group 2 gives supports to the local governments who would like to conduct a training programme adopting the "Partnership Training with Citizens" model, developed by the LORC (in the first phase). We also promote and refine the programme, considering the options of its commercialization at the COLPU in the future.

Development of education and training programmes that foster Local Public Human Resources

We will develop not only individual modules but also a whole set of a programme for a local qualification regarding the Local Public Human Resources.

Research on the accreditation and qualification awarding systems for educational programmes.

Taking over the work of the Group 3 in the first phase of the LORC, Group 2 conducts research on the realization of an accreditation system that assures the quality of education and training programmes for "Local Public Human Resources" in cooperation with the COLPU. Our work will contribute to provide the graduates with high quality with socially accepted qualifications.
